Digital Society // E-Government

In addition to paper documents such as passports, driver's license cards, etc., electronically available documents are becoming increasingly relevant. The electronic citizen card or cell phone signature are already in use in many European countries. 

This exercise deals with the topic of e-government/mobile phone signature/citizen card. 

Preparation

All that is needed for preparation is a PC, smartphone and an Internet connection to look up information from the Internet.

  • Lecture on the topic of e-government/mobile phone signature/citizen card (The citizen card can be dealt with in more detail in class in Austria because it is already in use. In the other countries, only in general. Since the electronic citizen card is about to be introduced throughout the EU, it is advisable to address this). The lecture should explain the following keywords:
    • Digital Society
    • Political participation
    • Electronic tools for official channels - e-government (G2C, G2G, G2B)
    • Electronic citizen card/mobile phone signature

Method / Process description

The participants are given the task of familiarizing themselves with the possibilities of e-government. 

A brief input on e-government is given as an introduction to the topic. The focus here should be on the advantages and disadvantages of e-government. After that, each participant will compile information on the topic of cell phone signatures. This includes the creation of a handout with clarification of the following questions: 

  • What is an electronic citizen card/electronic signature?
  • Who can use an electronic citizen card/electronic signature?
  • Why do private individuals/businesses need an electronic citizen card/electronic signature?
  • How to sign a PDF with an electronic signature?
  • What data is stored with a cell phone signature?
  • How secure is an electronic citizen card/electronic signature? How is my data protected by the cell phone signature?
  • What problems could arise from using the citizen card/electronic signature?
  • The citizen card is already being introduced in some countries such as Finland, Sweden, Austria, Belgium and Italy. Research what the advantages are for citizens in each country. 
  • At the EU level, people will identify themselves with an ECC - European Citizen Card - in the future. Do your research. What will all be possible with this ECC?

Afterwards, the participants have the opportunity to deepen their knowledge using the "World Café" method and to discuss it later in the plenary as well as to add additional information. The participants should first draw their own conclusions from their observations and then share these with the group. Specific research tasks can also be assigned to individual participants or groups.

For the "World Café" method, the participants (depending on the number) are divided into 3 - 4 groups and assigned to work tables positioned as far apart as possible in the room. A so-called "host" stays at each table for the entire duration of the exercise and moderates the rounds. On each table the groups will find a flipchart paper and pens. On the respective flipcharts are the questions that the groups are to address and can design the flipchart. After about 10 minutes, the discussion at one table ends and the groups move to the next tables and are welcomed by the "host". The exercise ends with a plenary reflection.

Many variants of the "World Café" can be found on the Internet, which can of course be adapted and implemented.

Some possible questions for the World Café:

  • What does the electronic citizen card offer?
  • What are the advantages of using an electronic citizen card?
  • What dangers/disadvantages can arise for you if data/documents fall into the wrong hands? Which documents are particularly worth protecting? What could happen if documents such as a marriage certificate, proof of citizenship or passport fall into the wrong hands?
  • How does the use of an electronic citizen card affect the communication of all participants? Even if you are convinced of the e-government system, don't you think that personal conversations are unavoidable in some cases?

Finally, participants receive an e-government competency sheet in which they can self-assess which competencies have already been acquired and to what extent.
